Born in Getxo(1957), is full professor of Constitutional Law of the Basque Country University.  Since September 2000 is a member of the legal staff of the General Council of the Judiciary (Consejo General del Poder Judicial), and part-time professor of Constitutional Law at the University Pompeu Fabra (Barcelona). He has written books and articles on issues relating mainly to Federalism, European Integration and Fundamental Rights.
